Job Responsibilities

• Provide overall leadership and management of the PAVE Program, ensuring all program components are delivered on time, within budget, and in compliance with EDB’s operational and strategic objectives.
• Develop the program’s detailed implementation plan including work breakdown structure, activity timelines, milestones, resource allocation, and risk management frameworks.
• Coordinate across all PAVE Program functional teams — Finance, Accounts, M&E, IT, and Procurement — ensuring seamless integration of activities and resolution of cross-functional issues.
• Serve as the primary point of contact between the PAVE Program and EDB senior management, Ministry of Industries, donor agencies, and other key stakeholders involved in the program.
• Oversee procurement activities, financial management, and M&E reporting to ensure program compliance with PPRA rules, donor requirements, and government financial regulations.
• Prepare and present regular progress reports, management briefs, and program performance dashboards to the EDB leadership and relevant ministry officials.
• Identify emerging risks to program implementation, develop mitigation strategies, and escalate critical issues to the appropriate authority for timely resolution.
• Manage the program team’s performance by setting clear objectives, conducting periodic evaluations, fostering a results-oriented culture, and building team capacity through on-the-job mentoring.

Requirements & Qualifications

• Education: MBA / MPA / MS Engineering / MS Project Management or equivalent advanced degree from an HEC-recognized institution; PMP certification is a strong advantage.

Financial / Banking Specialist

Job Responsibilities

• Design and manage the financial facilitation mechanisms of the PAVE Program, including the disbursement of program funds, financial instruments for industry support, and banking coordination for beneficiary transactions.
• Develop program financial policies, fund disbursement criteria, and financial risk management frameworks ensuring proper allocation of resources to PAVE Program beneficiaries.
• Liaise with commercial banks, development finance institutions (SBP, SMEDA, NBP, SBP-licensed institutions), and financial intermediaries to establish and manage program-linked financial products for engineering sector SMEs.
• Prepare financial projections, program budgets, and cash flow forecasts for PAVE Program activities and ensure alignment with approved budget allocations from EDB and the Ministry.
• Oversee the financial due diligence process for PAVE beneficiaries, ensuring their financial eligibility before fund disbursement or program support is approved.
• Analyze financial data from beneficiary companies to assess the impact of PAVE Program financial support on their balance sheets, cash flow, and production capacity.
• Prepare quarterly and annual financial performance reports for the PAVE Program, including fund utilization reports, repayment tracking, and financial impact assessments.
• Support the Project Manager in coordinating with external auditors, government finance officials, and donor representatives on program financial accountability matters.

Accounts / Audit Specialist

Job Responsibilities

• Maintain accurate and complete accounting records for all PAVE Program financial transactions, ensuring compliance with government financial management rules and donor reporting requirements.

Monitoring & Evaluation (M&E) Specialist

• Design and implement the PAVE Program’s M&E framework including the results framework, log frame, performance indicators, data collection methodologies, and reporting templates.
• Develop the PAVE Program’s Monitoring & Evaluation Plan in alignment with EDB’s organizational objectives, the Ministry’s performance reporting requirements, and donor M&E standards.
• Establish and maintain the program’s Management Information System (MIS) or database to track beneficiary data, output achievements, financial disbursements, and outcome indicators over time.
• Conduct baseline surveys, mid-term reviews, and endline evaluations to measure the PAVE Program’s impact on the engineering and automotive vendor sector in Pakistan.

The PAVE Program is hiring at analyst and assistant levels across four functional areas to support the specialist team. Each role provides operational and analytical support within its respective domain.

Common Responsibilities Across Analyst Roles

• Support the relevant Specialist in day-to-day operational activities, data management, and reporting tasks within the assigned functional area (Finance, Accounts, Procurement, or M&E).
• Collect, verify, and maintain accurate records, transaction logs, and data registers as directed by the supervising Specialist, ensuring completeness and accuracy.
• Prepare first-draft reports, summaries, analysis sheets, and data tables for review and finalization by the Specialist or Project Manager.
• Coordinate with program beneficiaries, vendors, or field teams to gather required data, documents, or information for program reporting and compliance purposes.
• Assist in the preparation and management of procurement processes, accounts payable, M&E data entry, or financial reconciliations as assigned by the respective Specialist.
• Maintain organized physical and digital filing systems for program documents, contracts, field reports, financial vouchers, and correspondence.
