Job Responsibilities

• Develop and execute a strategic roadmap for Pakistan’s international agricultural cooperation across bilateral and multilateral channels.
• Serve as the focal point for MNFS&R’s international engagements and multilateral coordination with global bodies.
• Lead negotiation of MoUs and formal agreements with foreign governments and international organizations.
• Advise on alignment of domestic agricultural policies with SDGs, WTO SPS/TBT commitments, the Paris Climate Accord, and FAO frameworks.
• Represent Pakistan at international forums including WTO, FAO, IFAD, and other relevant intergovernmental bodies.
• Maintain and strengthen institutional linkages with CGIAR, APAARI, FAO, and the SAARC Agriculture Centre.
• Support the design of joint research and development programs with international partners and donor agencies.

Requirements & Qualifications

• Education: Master’s degree in Agricultural Economics, Development Studies, Agricultural Policy, or a related discipline. Additional training in diplomacy, policy negotiation, or international development preferred.
• Experience: Minimum 10 years in agriculture or rural development, with at least 8 years specifically in international cooperation or agricultural diplomacy.
• Key Skills: Proven record of representing government in multilateral forums; experience with international development partners, donors, or intergovernmental organizations.

Agri-Finance & Investment Policy Specialist

Job Responsibilities

• Develop a national Agri-Finance & Investment Policy Framework to guide public and private agricultural financing in Pakistan.
• Conduct diagnostic reviews of existing financing tools including Kissan Card and crop insurance schemes.
• Design scalable agri-insurance models in coordination with SECP and insurers.
• Promote public-private partnerships and investment pipelines across agri-value chains.
• Engage with SBP, SECP, commercial banks, DFIs, and fintechs to coordinate policy implementation.
• Design fintech-enabled solutions to improve rural financial access for smallholder farmers.
• Draft technical briefs covering crop insurance, PPP models, fintech, and agri-credit.

Key Deliverables

Requirements & Qualifications

• Education: Master’s in Agricultural Economics, Finance, MBA (Finance), CA/ACCA, Development Economics, or Agricultural Policy. Certification in fintech, microfinance, or insurance preferred.

• Conduct comprehensive reviews of national and international agricultural trade policies and SPS/Codex compliance frameworks.
• Guide the diversification of exportable commodities with a focus on high-end and premium international markets.
• Identify production bottlenecks and value chain inefficiencies limiting Pakistan’s export competitiveness.
• Map SPS measures and import requirements of target countries and develop export guidance for domestic stakeholders.
• Support training and capacity-building for farmers, regulators, and exporters on food safety and quality standards.
• Coordinate engagement with federal/provincial authorities, private exporters, and international organizations.
• Provide technical input in trade-related dialogues, negotiations, and policy formulation sessions.

• Key Skills: Strong knowledge of Codex Alimentarius, WTO-SPS, ISPMs, and WOAH; excellent negotiation and stakeholder engagement skills.

Job Responsibilities

• Conduct situational analyses and formulate targeted action plans for minor and high-value crop development.
