Transit & TIR Ecosystem Transformation Advisor

Job Responsibilities

• Conduct a comprehensive end-to-end review of Pakistan’s transit and TIR (Transports Internationaux Routiers) ecosystem, covering the legal, operational, procedural, and technological dimensions of the current system.
• Perform a detailed gap analysis comparing Pakistan’s existing transit trade processes against international best practices defined by the TIR Convention, TIR Handbook, and WCO transit framework standards.
• Develop detailed “As-Is” process flows documenting the current state of all transit system components including trader and carrier registration, documentation workflows, payment mechanisms, guarantee management, and cross-border processing.
• Design “To-Be” process flows that outline the target future state of Pakistan’s transit and TIR management system, aligned with the PSW digital integration roadmap and international transit conventions.
• Develop a comprehensive Transit & TIR Management System Implementation Roadmap outlining phased actions, technology requirements, regulatory amendments, and stakeholder responsibilities.
• Recommend specific regulatory, procedural, and system-level improvements to modernize Pakistan’s transit trade framework and align it with the IRU (International Road Transport Union) TIR digital transformation agenda.
• Engage with key stakeholders including Pakistan Customs, National Highway Authority, NADRA, commercial banks, and international transit guarantee organizations to gather inputs for the roadmap development.
• Prepare and present the final advisory report and implementation roadmap to PSW senior management and relevant government authorities, incorporating stakeholder feedback and alignment with PSW’s digital platform capabilities.

Requirements & Qualifications
