Job Responsibilities

• Assist the Project Director in the end-to-end planning, administration, coordination, and execution of Dredging Works project tasks, ensuring all work phases are progressing on schedule and within approved scope.
• Prepare and maintain comprehensive project documentation including work plans, progress reports, meeting minutes, correspondence logs, and project schedules using MS Project or equivalent project management tools.
• Coordinate between the Project Director, dredging contractor, hydrographic survey teams, PQA departments, and external stakeholders to ensure seamless information flow and timely resolution of operational issues.
• Conduct regular field visits to dredging and survey sites at Port Qasim — including offshore areas — to monitor contractor activities, verify compliance with project specifications, and report deviations to the Project Director.
• Manage project data systems by organizing survey data, dredging reports, environmental monitoring records, and contract deliverables in structured digital and physical filing systems for audit and reference purposes.
• Review contractor submissions including method statements, dredging programs, progress claims, and variation requests, preparing assessment notes and recommendations for the Project Director’s review and approval.
• Facilitate project meetings, prepare agenda papers, circulate action points, track outstanding tasks, and follow up with responsible parties to ensure decisions made in meetings are implemented within agreed timeframes.
• Support the Project Director in preparing periodic reports to PQA management, the Ministry of Maritime Affairs, and other regulatory or funding stakeholders, summarizing project status, risks, financial progress, and upcoming milestones.

Requirements & Qualifications

• Education: Bachelor’s degree in Maritime Studies, Hydrography, Administration, Engineering, or a related field from an HEC-recognized institution.
• Preferred: Diploma or certification in hydrography and/or dredging, with hands-on project or field experience in the maritime or port sector.

Project Hydrographic Officer

Job Responsibilities

• Plan, execute, and supervise hydrographic surveys at Port Qasim waterways including pre-dredging, progress, and post-dredging bathymetric surveys to verify dredging contractor performance against contract specifications.
• Operate and manage hydrographic survey systems including Hypack/Hysweep software, multibeam and single-beam echo sounders, RTK GPS systems, and tide gauges, ensuring all data is collected to IHO S-44 survey accuracy standards.
• Install, calibrate, and maintain tide gauge stations and RTK GPS reference systems at Port Qasim survey benchmarks, ensuring all survey data is correctly referenced to national geodetic and chart datum.
• Process, validate, and analyze bathymetric datasets using post-processing software, producing clean, accurate depth models, sounding plots, and dredge volume calculations for submission to the Project Director and client review.
• Manage the hydrographic survey data archive, maintaining organized digital records of all survey files, tidal data, calibration logs, and geodetic control information for audit, reporting, and future reference purposes.
• Prepare detailed hydrographic survey reports, dredge progress charts, volume comparison analyses, and as-dredged condition reports in compliance with PQA’s technical reporting requirements and maritime regulatory standards.
• Coordinate with the dredging contractor’s survey teams to review their survey procedures, verify equipment calibration, witness sounding operations, and validate contractor-submitted survey data before payment certification.
• Monitor navigational safety conditions in the dredging zone including channel depths, temporary buoy positions, and exclusion zone compliance, alerting the Project Director to any hazards or deviations from approved dredging plans.

Requirements & Qualifications

• Education: Bachelor’s degree in Maritime Studies, Hydrography, or a related field from an HEC-recognized institution.
• Preferred: Diploma/Certification (preferably Category B) from an HEC/IHO-recognized institute in Hydrography, Dredging, or Maritime studies. Fresh graduates with relevant certification or Ex-Officers from the National Hydrographic Office are encouraged to apply.

Project Accountant

Job Responsibilities

• Manage all financial transactions of the Dredging Works project including processing contractor payment invoices, subcontractor claims, variation order payments, and project expenditures in accordance with PQA’s financial policies and contract terms.
• Prepare and maintain the project accounts ledger, cash flow statements, budget utilization reports, and monthly financial summaries for review by the Project Director and PQA’s corporate finance department.
• Ensure full compliance with Pakistan’s tax regulations applicable to the maritime and construction sector, including withholding tax deductions, GST applicability on dredging services, and statutory payment obligations to the FBR.
• Coordinate with PQA’s internal audit department and external auditors during project financial audits, providing complete supporting documentation, reconciliation schedules, and written responses to audit queries within specified timeframes.
• Review and validate contractor invoices against approved rates, quantities certified by the technical team, and contract payment milestones before recommending payment to the Project Director for authorization.
• Monitor project budget against actual expenditure on a monthly basis, identifying variances, preparing cost-to-complete forecasts, and alerting the Project Director to potential budget overruns or cash flow constraints.
• Maintain a project financial risk register, identifying exposure to foreign exchange fluctuations, price escalation, contract variation costs, and insurance liabilities relevant to the offshore dredging scope of work.
• Prepare concise financial progress reports for submission to PQA management, the Ministry of Maritime Affairs, and any development partner or financing institution associated with the Dredging Works project.

Requirements & Qualifications

• Education: Bachelor’s degree or equivalent (16 years education) from an HEC-recognized institution in Finance, Accounting, Auditing, Corporate Tax, Economics, Business Administration, or a related field.
• Experience: Minimum 7 years of professional experience in accounts handling, audit, finance, statutory compliance, and taxation — maritime or port sector experience is a strong advantage.

Project Duty Officer

Job Responsibilities

• Provide real-time operational coordination and communication support for all Dredging Works project activities during assigned duty shifts, serving as the primary point of contact between the dredging contractor, survey teams, PQA port operations, and the Project Director.
• Monitor dredging and hydrographic survey operations at Port Qasim around the clock during assigned shifts, maintaining a detailed duty log with records of vessels on site, dredging progress, weather conditions, tidal states, and any incidents or deviations from the approved dredging plan.
• Coordinate vessel traffic and navigational safety in the dredging zone by liaising with PQA’s VTS (Vessel Traffic Services) centre, the harbour master’s office, and marine pilot services to ensure dredging activities do not conflict with commercial vessel movements in port channels.
• Issue and manage dredging exclusion zone notices, temporary navigational warnings, and shift handover reports, ensuring continuity of operational awareness between incoming and outgoing duty officers throughout 24-hour dredging operations.
• Respond to and document any project incidents, equipment breakdowns, environmental observations, or safety events during the duty shift, initiating immediate notification protocols and assisting the Project Director in incident management and reporting.
• Operate communication systems (VHF radio, AIS, email, phone) to maintain contact with the dredging contractor’s site supervisor, survey vessel masters, and PQA’s marine operations department during all project activities within the duty shift.
• Compile daily and shift-wise project activity reports, contractor performance records, equipment utilization summaries, and weather/tidal condition logs using MS Office tools for submission to the Project Director and project records.
• Assist the Project Director in monitoring contractor compliance with approved dredging plans, dredging methodology, environmental monitoring requirements, and port safety regulations throughout all phases of the Dredging Works project.

Requirements & Qualifications

• Education: Diploma or Certification from an HEC-recognized institute in a maritime-related field. Ex-Officers from the National Hydrographic Office with relevant field experience are eligible.
• Experience: 2+ years of experience in VTS (Vessel Traffic Services), port control, hydrography, dredging operations, or related maritime project work is preferred.
• Key Skills: Maritime safety and port operations knowledge, VHF radio communication, AIS, MS Office (Excel/Word/PowerPoint), data logging and reporting, dredging and hydrography awareness, day/night shift fitness and readiness.
